Construction Requirements

As part of the city's MS4 Permit, several requirements must be met during residential and commercial construction.

Grading Permits

If you are building a residential structure in Johnston, you are required to complete and submit a Building Department Notification Statement and Grading Permit. 

If you are otherwise building, excavating or grading (excluding agriculture or residential landscaping) a Grading Permit is required.


Stormwater Pollution Prevention Plan (SWPPP)

A SWPPP is required with any NPDES permitted site, and may also be required in support of a Grading Permit Application. The SWPPP Checklist provides information for your use.

The manual provides more information on the function, design and installation of rain gardens.  If you decide to hire a contractor to install a rain garden for you, be sure to ask some questions to be sure that they are familiar with proper installation.
