The platting of property is subject to the specifications of the Subdivision Regulations. The review of the plat is based upon the type of division or plat proposed and generally follows the process outlined in the platting flow chart , the following is a quick summary of the types of plats: Plat of Survey - A plat of survey is allowed for minor property transfers, which are transfers of property between neighboring property owners (i.e. lot line adjustments), these plats are reviewed and approved by city staff. Minor Subdivision Plat - A minor subdivision plat is allowed for small plats, which are generally less than four lots and do not include the extension of new public infrastructure. A minor subdivision allows for the review of a preliminary and final plat to be reviewed simultaneously and generally require less information than a typical preliminary plat. Preliminary Plat - All property divisions and plats which do not meet the requirements of a plat of survey of minor subdivision as noted above must complete a preliminary plat. A preliminary plat identifies the proposed lots to be created, all proposed public and private utilities and infrastructure and all natural and proposed conditions on the site. The contents of the preliminary plat shall be in accordance with the City’s Preliminary Plat Checklist. Upon approval of a preliminary plat, any plat proposed to have public improvements (water, sewer, streets, etc.) is required to submit detailed construction plans for review and approval by the City Council. All public improvements are required to be designed and built subject to the Johnston Special Provisions, as well as the Iowa Statewide Urban Design and Specifications (SUDAS) standards Final Plat - Once a preliminary plat and construction plans have been approved and the construction of public improvements is nearing completion, a final plat can be submitted for review. The final plat identifies the final lot configuration, any necessary easements and right of way for streets. The submission of a final plat also must include the submission of all legal documents as required, a list of general documents is available on the final plat checklist and templates for the basic documents are also available. If the public improvements for a property are not complete and accepted prior to Council consideration of the plat, a subdivision performance bond is required to be submitted as financial assurance the work will be completed. Upon submission of all legal documents, bonds and necessary copies of the plats, the plat can be released for recordation with Polk County. All plats, except plats of survey must be reviewed by the Planning and Zoning Commission and approved by the City Council following the normal development review schedule.
